HACCP Certification Cost in Singapore: What to Budget For

Say you are putting together next year's budget and HACCP certification is on the list, but every quote you have seen so far gives you a different number.


There is no single HACCP certification cost in Singapore that applies to every business, because the figure depends on the details of your operation. The real cost is made up of a few separate pieces. There is implementation and consultancy support to build your HACCP plan and get your documentation in order, staff training, and the certification body's own audit fees, which are charged separately and continue in later years through surveillance audits. What you actually pay depends on your business size, the number of shifts you run, how many sites you operate, and how much food safety groundwork is already in place.

That last point matters more than people expect. A business with decent hygiene practices already running usually spends less time, and therefore less money, getting certified than one starting from scratch.


What Factors Affect HACCP Certification Cost in Singapore?

Cost is driven by the scope of the audit, not just the size of your business on paper. A single-site kitchen running one shift is a much smaller job than a multi-site operation running three shifts with staff who have never worked under a formal food safety system before.

The factors that typically move the price are the number of production lines or shifts, how many locations need to be covered, the hazard risk level of what you are making, and whether you already have food safety controls and records in place.


What Are the Separate Cost Components I Should Budget For?

This is where quotes get confusing, because not every provider breaks their number down the same way. There are usually four separate pieces.


Implementation and consultancy support covers building your HACCP plan, writing your documentation and preparing your team for audit. This is where our HACCP and FSMS implementation service sits. The certification body audit fee is a different charge entirely, paid to an independent accredited body that actually assesses your system against the standard, not to your consultant.


Staff training is sometimes bundled into consultancy and sometimes run separately. Course fees vary widely between providers and course levels, so compare what each course actually covers. If you run a Category 1 establishment and plan to use certification to fast-track to grade 'A' under SFA's Safety Assurance for Food Establishments (SAFE) framework, you will also need an Advanced Food Hygiene Officer who has passed WSQ Food Safety Course Level 4. SkillsFuture subsidies are available for WSQ courses. Finally, annual surveillance audits keep your certification active once you have passed the first one. Certification is also not a one-off event, as it continues to cost something every year it remains valid.

Can Government Grants Help Cover HACCP Certification Costs?

Possibly, but check the current scheme before you build a grant into your budget. The Enterprise Development Grant (EDG) stopped accepting new applications on 29 September 2026, and new applications now go through Enterprise Singapore's EDGE Grant. EDGE offers up to 70% support for SMEs, but support levels differ by activity, so whether your HACCP project qualifies, and at what rate, depends on the specific activity it falls under. Grant support is also paid on a reimbursement basis after the activity is completed and paid for, so plan to fund the project upfront.

Is HACCP Certification Worth the Cost for a Small Food Business?

HACCP certification is not a blanket legal requirement for every food business in Singapore, but it is often a practical one. Some retailers and overseas buyers ask suppliers for HACCP or ISO 22000 certification. Under SFA's SAFE framework, a certified food safety management system is also one of the requirements for Category 1 establishments, such as food manufacturers, caterers, central kitchens and restaurants with kitchens of 16m² or more, to fast-track to grade 'A'. That makes the certification cost a business development cost, not just a compliance one.


It is fair to hesitate at a cost that is not strictly mandatory. The way to judge it properly is against what it opens up, not just what it costs upfront.

Why is it hard to get a fixed HACCP certification price upfront?

Because the audit scope depends on headcount, number of sites and existing documentation, none of which is known until your operation has actually been assessed. A number given before that assessment is a guess, not a quote.


Is the certification body audit fee included in the consultant's fee?

Usually not. It is typically billed separately by the accredited certification body, so ask whether each quote includes it before comparing them.


Does the cost cover the first year only, or ongoing fees too?

Ongoing fees apply. Surveillance audits by the certification body keep your certification active in the years after the first audit, and a recertification audit is typically needed when the certificate cycle ends, so budget for certification as a recurring cost rather than a one-off.


Can I lower the cost by training staff beforehand?

Yes, to a point. Consultancies generally scope their fee around how much groundwork already exists, so staff who already understand basic food hygiene principles can shorten the implementation phase.
